PURPOSE: A key switching device and a portable electronic device are provided to allow for ease of manufacture by forming a mount member separately from a support plate. CONSTITUTION: A key switching device comprises first and second links(7,12) which are coupled into a scissors shape; a key top(6) having accommodating portions for accommodating a pair of upper shafts(8,13) arranged on the tops of the first and second links, respectively, in such a manner that the shafts are movable or rotatable; a support plate(2) arranged underneath the key top, and which has a plurality of through holes(31); a membrane(5) arranged on the support plate underneath the key top, and which has an opening(32) for exposing a contact and through holes of the support plate; and a mount member(20) formed separately from the support plate, and which has a fixing portion for fixing a pair of lower shafts(9,14) in such a manner that the lower shafts are movable or rotatable, and a coupling portion(25) coupled to the support plate through the through hole of the support plate.
