PROBLEM TO BE SOLVED: To provide a sound insulating wall obtainable at inexpensive costs, and installable with excellent workability. SOLUTION: This sound insulating wall is composed of a concrete panel wall 11 erected along a divider strip 4, and a concrete sound absorbing plate 12 installed on the panel wall 11, and having innumerable pores. A burying base part 14 buried in the divider strip 4 is formed in a lower end part of the panel wall 11. The panel wall 11 is erected on the divider strip 4 by burying the burying base part 14 in the divider strip 4 by turning the wall surface side attached with the sound absorbing plate 12 toward the roadway 3 side.
