PROBLEM TO BE SOLVED: To provide a nonoil-based and water-based solid cosmetic well in makeup application to the skin including lip, uniformly applicable when applied to the skin, high in makeup effect sustainability, good in usability and feeling in use such as giving refreshing cool feeling when applied and with no tense feeling of the skin after applied and dried, and stable with time. SOLUTION: The water-based solid cosmetic, a cosmetic stick highly convenient to use, comprises gelan gum, cation, water, glycerol and powder, having 400-3,000 g/cm<SP>2</SP>, preferably 600-2,300 g/cm<SP>2</SP>, more preferably 800-2,000 g/cm<SP>2</SP>hardness; wherein the content of the gelan gum is preferably 0.3-1.6 mass%, and the content of the glycerol preferably 3-40 mass%, especially preferably 6-20 mass%, based on the total amount of water-based solid cosmetic.
