PROBLEM TO BE SOLVED: To provide a scum scrape-up and discharge apparatus capable of certainly scraping up the floating scum in a sedimentation basin without stagnating the same at a surface position of water to discharge the scraped-up scum while reducing displacement. SOLUTION: When a scum serape-up flight 25 advances, the scum scrape-up flight 25, which is arranged to the scum scrape-up arm 24 swingably attached to the leading end of a scum scrape-up flight beam 2 having the scum scrape-up flight 25 arranged thereto, is moved on an upward inclined scum scrape-up guide plate 4 while scraping up the scum on the surface of the water to discharge the scraped-up scum to a scum discharge trough 3.
