<P>PROBLEM TO BE SOLVED: To provide a windmill device having, at its top, a obstacle light, and to provide a wind power generation device. <P>SOLUTION: This windmill device comprises: a first blade 1 rotating around a horizontal axis by receiving wind force and having, at its one end 23, a first glass fiber 21 arranged to a tip 41 of the first blade; a first light source 22 for blinking a first light and and applying it; and a control part 15 for controlling the first light source. The first light is applied toward the other end 24 of the first glass fiber by the first light source, falls on the first glass fiber from the other end, and is emitted from the one end of the glass fiber.
