<P>PROBLEM TO BE SOLVED: To provide a water-based ball-point pen ink which can give writing even on an impenetrable surface and to provide a water-based ball-point pen using the same. <P>SOLUTION: The water-based ball-point pen ink comprises a solvent comprising water and an alcoholic solvent having a vapor pressure of 0.5 kPa or higher at 20°C, a pigment as a colorant, a water-soluble resin as a writing fixer, and a phosphoric ester surfactant and has ink viscosity of 5 to 30 mPa×s at 20°C.
