PROBLEM TO BE SOLVED: To provide an LED (light emitting diode) dimming and lighting device in which, when a switching element Sd for phase control is switched off, an LED element is not finely lighted and which can be controlled in lighting with a few modules.

SOLUTION: The phase control type dimmer 2 connected in series between the LED lighting device 1 and an AC power supply V1 is provided with a switching element Sd for phase control in series inside, and a first noise prevention circuit constituted by including at least a reactance element is connected. The LED lighting device 1 is provided with a switching power supply part A for converting the phase controlled input power supply voltage into a DC power supply for LED lighting and has a second noise prevention circuit constituted by including a reactance element for preventing leakage of high frequency by the operation of the switching power supply part A at the input power supply part. An impedance means Z is connected in parallel to the input power supply part of the LED lighting device 1.
