PROBLEM TO BE SOLVED: To provide a hollow optical waveguide which is used to guide light beams for optical communication, a laser machining device, a laser therapy or the like, and is less in leakage loss. SOLUTION: The hollow optical waveguide 10 has a hollow core whose inside is surrounded by reflecting films. The waveguide 10 is provided with a substrate 1 which has a trench 2 extended along a first direction on the surface of the substrate 1, a bottom side reflecting film 31 which covers the inside surface of the trench and a top side reflecting film 32 which covers from one of the tip section of the opening section of the trench to the other tip section.
