PROBLEM TO BE SOLVED: To provide electrostatic charge image developing toner usable in an image forming apparatus by a low-temperature heat fixing system using a heat roll at a surface temperature of≤150°C because of good low-temperature fixability, free of fusion bonding to a blade, a toner conveying roller, etc., ensuring little image quality variation in continuous copying, and excellent in durability. SOLUTION: In the electrostatic charge image developing toner comprising toner matrix particles containing at least a binder resin and a colorant, oil having a surface tension of≤30 mN/m at 25°C is contained in the toner matrix particles and a softening point of the toner is≤100°C.
