PROBLEM TO BE SOLVED: To provide a rail surface characteristic evaluation method, an evaluation device, etc. for minutely evaluating the conditions of a rail surface, that is, the existence of deposit, its kind, etc. SOLUTION: When the rail surface characteristic evaluation device 100 is placed on a rail R and moved with two steel balls 107 in the bottom of its body 103 pressed against the surface of the rail R, electrical resistance in the surface of the rail R between the two balls 107 is measured by an electrical resistance measuring instrument 155 while a frictional coefficient between each ball 107 and the surface of the rail R is measured by a dynamic strain amplifier 157. A moving speed, at which the balls 107 are moved on the rail R, is obtained by an encoder 145, providing an increasing/decreasing tendency of the frictional coefficient with respect to the moving speed. The electrical resistance, the frictional coefficient, and the increasing/decreasing tendency of the frictional coefficient, are inputted into a rail surface characteristic evaluation part of a control device to evaluate the surface characteristics of the rail R.
