<P>PROBLEM TO BE SOLVED: To efficiently assign a power resource in a short time. <P>SOLUTION: A group preparation section 150 calculates the communication rate of a packet by referring to the packets retained in a buffer 152, namely, the storage amount of data transmitted to communication terminal equipment within a specified time, or any one of or a plurality of types of data transmission services and divides the packets into groups by the degree of the communication rates. A scheduler section 151 selects the group involving the packet having the highest degree of priority and the packets by given numbers in order of higher degree of priority from other group. The group having the high communication rate requires much power. Thus, the number of selected packets is reduced. The group having the low communication rate requires only less power.
