PROBLEM TO BE SOLVED: To provide a wireless communication system capable of distributing a moving picture with stable picture quality.

SOLUTION: A wireless terminal 102 requests a moving picture distribution server 101 to distribute moving picture data. When transmitting basic layer data required for reproducing the moving picture data to the wireless terminal 102 and a data rate of distributed coded data is higher than a DRC of the wireless terminal 102, the moving picture distribution server 101 distributes preceding basic layer data. When a free capacity of a basic layer buffer of the wireless terminal 102 is small and a number of free residual capacities exist in an extension layer buffer, the moving picture distribution server 101 determines that the basic layer buffer sufficiently stores the preceding basic layer data and distributes extension layer data.
