<p><P>PROBLEM TO BE SOLVED: To provide a simulation device capable of taking a flexible disaster countermeasure by enabling the grasping of on-time transition of a disaster during a map exercise and precise grasping of a time series even in post-evaluation. <P>SOLUTION: This disaster countermeasure simulation device comprises a controller computer capable storing a set disaster scenario, at least one player computer capable of accepting at least one disaster countermeasure command and outputting the result to the command, and a communication means enabling data exchange between the controller computer and the player computer. The disaster scenario include basic information and detail information related to a disaster, and the controller computer transmits only the basic information for the disaster to the player computer to make the player computer input the disaster countermeasure command.
