PROBLEM TO BE SOLVED: To provide a data transfer system which can always maintain the reception level of a communication terminal in an optimum state, and a management device for a wireless base station. SOLUTION: When a portable telephone 10 starts data communications, a base station controller 11 decides the data transfer rate at the wireless base station 121 from the number of the portable telephones executing the data communications via the wireless base station 121, a data transfer rate request value transmitted from the portable telephone 10, and the average of the past data transfer rate request values. Next, the base station controller 11 transmits positional information (the recommendation direction) of the other wireless base station which has a smaller number of the portable telephones executing the data communications, and which is considered to become better than the decided data transfer rate, to the portable telephone 10 together with the decided data transfer rate.
