PROBLEM TO BE SOLVED: To provide a fixing device which has high heating efficiency, shortens warming up time and reduces power consumption. SOLUTION: A fixing roll 11 is provided with a base layer 12 consisting of a light transmitting member, a foamed light transmitting elastic member layer 13 adhered to the outer periphery of the layer 12, a photothermal conversion layer 14 adhered to the outer periphery of the layer 13, and a release layer 15 adhered to the outer periphery of the layer 14. By having light which has passed through the base layer 12 and the foamed light transmitting elastic layer 13 converted to heat in the photothermal conversion layer 14, the surface of the fixing roll 11 is heated and fixing of unfixed toner can be carried out. By making the light transmitting elastic member of the light transmitting elastic member layer 13 into the foam state, high heating efficiency can be obtained since the surface of the fixing roll 11 can be uniformly heated, and shortening of the warming up time and reduction of the consumed power can be achieved.
