Shining ornamental curtain paper includes an ornamental curtain paper and a transparent member attached on the ornamental curtain paper and formed with a pattern, dots or lines and a light-reflecting layer on its surface. The shining ornamental curtain paper is connected with an electronic circuit with a control IC chip to power the light-reflecting layer to emit light. Its coating processes includes steps of preparing the pattern on the transparent member, forming the pattern by ink printing, powder coating or immerse galvanizing, forming the dots or the lines by spraying, coating a light-reflecting layer on the transparent member to emit light. Then the shining ornamental curtain paper has lighting, shading, hiding and one-side transparency effect, applicable to decorations and window curtains.
