By allocating resources so as to minimize the call loss, it is possible to simultaneously realize the improvement of the capacity efficiency and the load distribution. A call to be protected is set and the resource allocation method is modified according to the resource state of each card. The call allocation processing is performed as follows. When the traffic is low, the load distribution is performed and when the traffic is high, resources of the card of a high use ratio are used up. Thus, it is possible to obtain the load distribution between signal processing cards by using the resources with a high efficiency and minimizing the call loss.
