There are provided a recording control device and method, a program, and a recording medium capable of improving user-friendliness of a recording medium. On an optical disc (11), there are periodically recorded video tree-ring data or audio tree-ring data extracted from a data string of video data or audio data for a first data amount based on a data amount required for reproduction of a first reproduction time and low-resolution tree-ring data or frame meta tree-ring data extracted from a data string of low-resolution data having a small data amount or frame meta data for a second data amount based on a data amount required for reproduction of a second reproduction time which is different from the first reproduction time. The clip meta data generated according to the frame meta data is recorded while being arranged at random with respect to these data. The present invention can be applied to a disc drive device.
