PURPOSE: A rotary internal combustion engine and a pump are provided to increase thermal efficiency of energy, to rotate the internal combustion engine at high speed and to reduce vibration and noise generated in high-speed rotation. CONSTITUTION: A piston rotary(16,21) is mounted with three pistons(17,18,19,22,23,24) of which the center angles are arranged at an interval of 120 degrees according to the circumferences. A cylinder rotary(9) is installed circularly with six grooves having the center angles arranged at the interval of 60 degrees to function as a cylinder. When the cylinder rotary and two piston rotaries are engaged to each other in a rotary housing(1) and the piston is inserted into or separated out of the cylinder, the internal combustion engine is inserted and separated from a tangent line. The internal combustion engine is operated by injecting forcibly fuel-mixed gas with external force. A pump for flowing and compressing liquid and gas is mounted with 1¯3 piston rotaries.
