PURPOSE: A biodegradable hot water-soluble film is provided, which can control a water dissolution temperature from 30deg.C to 90deg.C according to use. And a preparation method thereof is provided also. CONSTITUTION: The biodegradable hot water-soluble film is produced by a process comprising the steps of: mixing a polyvinyl alcohol(PVA) water solution, a biodegradable polymer material, and at least one polymer emulsion synthetic resin; spreading the mixed solution on a releasing paper to a fixed thickness with a film applicator and drying; and detaching the film from the releasing paper. The biodegradable polymer material is at least one of chitosan, cellulose, a water-soluble polyester resin, starch, gelatin, a fatty acid salt. And the polymer emulsion synthetic resin is a polyacrylate emulsion synthetic resin, a polystyrene emulsion synthetic resin, a vinyl acetate-based copolymer emulsion synthetic resin, an ethylene vinyl acetate-based copolymer synthetic resin, or a polyurethane emulsion synthetic resin.
