PURPOSE: A device and a method for forming a pipe according to shape of the mold by injecting a fluid or heat medium of high temperature into the mold at high pressure, thereby forcibly expanding volume of the pipe to be molded after setting a pipe to be molded in a mold are provided. CONSTITUTION: The pipe forming device comprises upper and lower molds(10a,10b) which are united by press and comprises a molding groove(11) for molding the pipe to be molded into a desired shape by setting a pipe to be molded(20), a molding pattern(12) for forming a pattern on the circumference of the pipe to be molded on the inner surface of the molding groove, and a fluid injection port for injecting a fluid into the pipe to be molded; and a fluid injection unit(40) for injecting the fluid into the injection port of the upper and lower molds at high pressure through a nozzle(42), wherein a plural air holes(16) are formed on the upper mold, wherein the pipe forming device further comprises a heater unit installed at the upper and lower molds to preheat the pipe to be molded before molding, wherein the pipe forming device further comprises an electricity unit for applying electricity of high voltage to the set pipe to be molded.
