PROBLEM TO BE SOLVED: To efficiently utilize an existing function of a radio mobile communication system for transmitting an operating state of a mobile body administrator (terminal operator) without the need for providing a movement setting unit to a main body side. SOLUTION: A path for delivering a message from a mobile terminal 111 to a position management console 170 is provided, the message delivered from the mobile terminal 111 to the position management console 170 is a message denoting at least an operating state of the mobile terminal 111, the mobile terminal 111 is provided with a means for selecting the message of the operating state of the mobile terminal, and the position management console 170 displays the message denoting the operating state of the mobile terminal 111 together with the position information of the mobile terminal 111.
