PROBLEM TO BE SOLVED: To enable detection of the attribute of an obstacle such as a walker in addition to automatic detection of the obstacle, so that a safe driving can be performed while paying special attention, for example, when a person difficult to walk is crossing at a crosswalk. SOLUTION: A transmitting device 25 attached to an object that is a possible obstacle to a vehicle traveling in a road such as a person, a vehicle such as bicycle or automobile, a road-side facility such as a closure, or others transmits its own attribute information and position information. The information transmitted from the transmitting device 25 is finally received by a navigation device 1 through a radio LAN. The navigation device 1 computes the distance with the opposite party based on the position of the own vehicle and the position information transmitted from the transmitting device 25, and gives an alarm, when it reaches a caution distance determined considering the speed of the own vehicle, to the person carrying the transmitting device from a hone or the like, in addition to its display on the display device of the navigation device 1.
