PROBLEM TO BE SOLVED: To easily provide the operation information of a vehicle to a user. SOLUTION: Imaging apparatuses 40<SB>1</SB>, 40<SB>2</SB>and 40<SB>3</SB>arranged in at least one observation spot including the stop of a predetermined kind of vehicle, image a road in the direction of a line of sight where the front part of an approaching vehicle can be seen. Then, an image extracting device 23 extracts the static image of the vehicle estimated as the predetermined kind of vehicle based on the image pickup results of the imaging apparatuses 40<SB>1</SB>, 40<SB>2</SB>and 40<SB>3</SB>. The information including the extracted static image and the observation spot and observation time where and when the static image is obtained is displayed at an information display device 50 as vehicle passage information.
