PROBLEM TO BE SOLVED: To provide a variable functional device performing great phase shift control, further reducing dielectric loss tanδ, reducing the dielectric loss tanδin the minor axis direction of especially a liquid crystal molecule and thereby improving the transmission efficiency by using a liquid crystal material having greater dielectric anisotropy▵εfor electromagnetic waves of microwaves or millimeter waves. SOLUTION: The variable functional device is obtained by arranging a liquid crystal layer between a conductor line constituting a high-frequency line and a ground conductor.
