Load measurement and load distribution control are performed effectively and at a high speed so as to improve communication quality and reliability. A transmission byte count acquisition unit (27) acquires a destination address and a frame length from an input frame and measures the transmission byte count for each destination address. A transmission byte count storage unit (28) stores a value of the transmission byte count accumulated in a transmission byte count storage table (T2). A transmission byte count notification unit (29) transfers the transmission byte count stored in the transmission byte count storage table (T2) every predetermined time. An overload device detection unit (32a) compares the transmission byte count transferred and the byte count which can be received by overload distribution devices (10-1 to 10-n) and detects a load distribution device in an overload state. A dividing amount adjustment unit (32b) decreases allocation to the load distribution device detected as an overload and adjusts traffic dividing amount.
