<p><P>PROBLEM TO BE SOLVED: To provide a transparent substrate film in which a transparent electrode layer is formed on a film formed by using a macromelecular material instead of glass and having flame retardance, transparency, impact resistance, moisture resistance, heat resistance, etc. <P>SOLUTION: The transparent substrate film comprises a transparent flame retardant substrate, a transparent impact resistant layer which absorbs outside impacts, and a transparent gas barrier layer. The substrate film also comprises an electrode having a transparent supporting substrate and a transparent electrode layer formed on the substrate.
