PROBLEM TO BE SOLVED: To continue the operation of a residual chlorine concentration maintaining device without hindrance even if a chlorine concentration sensor is broken. SOLUTION: A water quality holding device 4 provided with an electrolytic cell 5 electrolyzing tap water and converting chlorine ions contained in the tap water into chlorine is juxtaposed to a water storage tank 1. The water in the water storage tank 1 is circulated through the electrolytic cell 5 by a circulation pump 6 based on the residual chlorine concentration measured by a residual chlorine sensor 7. The free residual chlorine concentration in the tap water retained in the water storage tank 1 is held to a fixed range. At this time, when the residual chlorine sensor 7 is broken, the electrolytic cell 5 and the circulation pump 6 are worked in accordance with a previously set operation program, and the operation of the residual chlorine concentration maintaining device is allowed to be continued without hindrance.
