PROBLEM TO BE SOLVED: To provide a traffic information transmitting device capable of limiting transmission of traffic information to a base station only in case of traffic jam by autonomously determining whether or not a road in which itself is moving is congested. SOLUTION: A position information acquisition part 10 receives a GPS satellite transmission signal with a fixed period by use of a GPS antenna to calculate its own present position, also calculates the present moving speed based on the difference between the position calculated in the latest receiving of the GPS satellite transmission signal and the present position and the receiving interval, and stores information showing the present position and moving speed in a position information table 110. Every time new information is recorded in the position information table 110, a center transmission determination part 12 checks whether or not the moving speed shown by the information newly recorded is below a threshold. When the information showing a moving speed below the threshold is recorded continuously a predetermined number of times, the center transmission determination part transmits information for the predetermined number of times to a base station center 2.
