There is disclosed a technique to evade signal collision in a radio medium and improve communication throughput. According to this technique, in a radio communication system including a plurality of radio communication devices having a communication range where other communication devices exist, a time band for a predetermined radio communication device to access a radio medium with a higher priority than the other communication devices is cyclically allocated. For performing this, the radio communication device monitors the radio medium and detects the other radio communication devices operating within the communication range. According to the number of the other radio communication devices, the communication time of the radio medium is divided into a time band (Slot) of identical width. Each of the radio communication devices selects the time band without overlapping and accesses the radio medium in the selected time band by using the wait time shorter than the other radio communication device.
