PROBLEM TO BE SOLVED: To smooth portions except an edge of an image signal in a state in which the edge is accurately held in the image signal in which the width of the edge having a steeply changing pixel value is received in an interval of a tap. SOLUTION: In step S1, a target pixel is determined, and in step S2, a tap consisting of pixels adjacent to an interval 4 around the target pixel is set. In step S3, the differential in pixel value between the target pixel and the pixel adjacent to the target pixel is calculated. In step S4, it is determined whether or not the calculated differential is larger than a predetermined thresholdε, and a flag provided in the adjacent pixel is turned ON on the basis of the result of determination. In step S5, the target pixel and the adjacent pixel are subjected to weighted average, and at this time, the pixel value of the adjacent pixel having a flag being ON is replaced by the pixel value of the target pixel and calculation is performed.
