PROBLEM TO BE SOLVED: To provide a pad lock which enables accurate exchange of plugs through simple operation. SOLUTION: The pad lock is formed of a case 1 having a socket hole 2 formed therein, a shackle 3 inserted into/extracted from the socket hole 2, and the plug 5 installed in a plug housing hole 4 of the case 1, for locking the shackle 3 at an insertion location. According to the structure of the pad lock, the plug 5 has a pocket 6 formed in an outer peripheral surface thereof, in which a set pin 7 is housed in a protrudable/retractable manner, and the plug housing hole 4 has a pin receiving hole 8 formed in an inner peripheral surface thereof, followed by engaging the set pin 7 which is energized in a protruding direction by a spring member 9, with the pin receiving hole 8, to thereby constrain the plug 5 in the pin receiving hole in an inextricable manner. Then the case has a tool insertion hole linearly formed therein along an extension of the pin receiving hole 8, and the tool insertion hole 10 is blocked with the shackle 3, followed by linearly pressing the set pin 7 pressed by an exchanging tool 11 which has been inserted into the tool insertion hole 10 when the shackle 3 is extracted, whereby the plug is retracted in the pocket 6.
