PROBLEM TO BE SOLVED: To efficiently change a color of a traffic signal in time of passage of a crossing of a vehicle when a pedestrian passes a pedestrian crossing. SOLUTION: When a traffic signal system does not detect a pedestrian and a vehicle crossing the crossing within a prescribed time, this control system 20 blinks the traffic signal in red via a network 200. The control system 20 changes the traffic signal in an advance direction of a pedestrian into blue when detecting ingress of the pedestrian during the red blinking of the traffic signal, and newly blinks the traffic signal in red when detecting that the pedestrian finishes crossing over. The control system 20 changes the traffic signal into blue to a travel direction of a vehicle when detecting ingress of the vehicle, and newly blinks the traffic signal in red when detecting the vehicle finishes crossing the crossing. When a passage speed is a preset danger speed or above, the control system 20 transmits a video image of the crossing to a police station system 40 via the network 200. COPYRIGHT: (C)2005,JPO&NCIPI
