PROBLEM TO BE SOLVED: To provide an operation control system or the like for a mobile terminal suitably controlling transmission of a mobile phone or the like in a prescribed space. SOLUTION: The operation control system 301 for the mobile terminal is provided with: the mobile phone 101 having operation modes: a communication enable mode and a communication inhibit mode; and an inhibit control base station 302 capable of making wireless communication with the mobile terminal, and the mobile phone 101 stops communication with other terminal when the operation mode is the communication inhibit mode, enables the communication with the other terminal when the operation mode is the communication enable mode, the inhibit control base station 302 transmits an inhibit control signal, when the mobile phone 101 receives the transmitted inhibit control signal, the mobile phone 101 sets the operation mode to the communication inhibit mode, and when not, the mobile phone 101 sets the operation mode to the communication enable mode.
