PROBLEM TO BE SOLVED: To provide a contact electrifier which effectively suppresses uneven electrification potential caused by excessive electrification and ensures high quality image for a long time and to provide an image forming apparatus. SOLUTION: A contact electrifier 2 is in contact with a photoreceptor drum 1 rotating in the direction of the arrow A, thereby electrifying the photoreceptor drum 1. The electrifier 2 has a contact electrifying member 21 including an electrifying brush 24; and a contact discharging member 31 in the form of a film, disposed downstream of the contact electrifying member 21 in the direction of the arrow A. A potential whose absolute value is higher than an average electrification potential Vo1 obtained by the contact electrifying member 21 is discharged to an average potential Vo2 by the contact discharging member 31.
