PROBLEM TO BE SOLVED: To provide a panel which contributes to construction of a room beautiful and hygienic without exposure of pipes to the room, and to provide a method of arranging pipes, which facilitates pipe incorporation in the room at suitable locations by using the panel. SOLUTION: The panel 1 is set up by arranging a pair of corrosion resisting plates 2 in a manner facing each other across an inner layer portion 3 formed of a heat insulator, and forming cavities 5 so as to penetrate the inner layer portion 3 in parallel with each other along a longitudinal direction of the plates 2. The panels 1 thus set up are sequentially arranged on panel bearers 9 protruding from a floor surface of a building, and upper portions of the respective panels 1 are connected to ceiling panels 13, to thereby form a partition wall 12. Thereafter the pipes P having flexibility are inserted into the predetermined cavities 5 in the panels 1 forming the partition wall 12. The panel 1 having the cavity 5 into which the pipe P is inserted, has a hole perforated therein beforehand, that reaches the cavity 5 from a surface of the panel, and an extracting pipe 20 is connected to one end of the pipe P at a location of a perforation portion 14, via a pipe joint 19.
