PROBLEM TO BE SOLVED: To provide a cutting tool having high chipping resistance, by sufficiently reflecting a characteristic of a complex fiber to the cutting tool when the complex fiber formed of a complex-fiber-like core material having high toughness and a covering layer is applied to the cutting tool. SOLUTION: The cutting tool 11 is formed by bonding a cutting edge tip 12 to a mounting seat 14 formed at a corner of a tool body 13. The cutting edge tip 12 is formed by directly bonding, to a backing plate 22 made of cemented carbide, a complex structure 34 formed by collecting complex fibers 31 where the outer periphery of the core material 32 made of an ultra-high pressure sintering body containing 90 or more vol% of hard particles such as diamond or cBN is covered with the covering layer 33 made of 3-50 vol% of iron group metal in carbide, nitride or carbonitride of the periodic table 4a, 5a and 6a group metal.
