<P>PROBLEM TO BE SOLVED: To provide a slave card issuance system enabling a master card owner to issue a slave card by operating a terminal by himself/herself and a utilization system of a slave card issued in such a manner. <P>SOLUTION: A slave card management organ (30) prepares a general purpose slave card (40) in which slave card identification information (32) for identifying the slave card and slave card authenticity certification information (33) for certifying the authenticity of the slave card are written, master card identification information is written to it from the terminal (20) operated by the master card owner, and thus the slave card (50) is issued.
