PROBLEM TO BE SOLVED: To provide a charger which is especially effective for a charging station capable of supplementally charging the secondary battery of an electric vehicle which has a its remaining amount of charge. SOLUTION: The charger comprises: a power supplying means 12 for charging; a joining means 8 which is supplied with power from the power supplying means 12 for charging and is detachably joined with a device 4 to be charged so that power for charging is supplied to the secondary battery 52 provided in the device 4 to be charged; a lapsed time measuring means 18 which measures a time that lapses after the start of the supply of power for charging; a time comparing means 20 which compares the lapsed time measured by the lapsed time measuring means 18 with a predetermined time; and an actuator 22 which, if the time comparing means 20 determines that the lapsed time has exceeded the predetermined time, drives an anchoring member 26 to release the joining means 8 from the device 4 to be charged.
