PROBLEM TO BE SOLVED: To inexpensively provide the comfortable housing environment by keeping a room in a comfortable temperature range for a long time after solar insolation by utilizing the solar heat in autumn, winter and spring. SOLUTION: The solar heat is accumulated in a heat accumulating part 13 being placed under a floor and covered by a heat insulating layer 42, and having an opening part 43 on the heat insulating layer 42, and the heat radiation amount from the heat accumulating part 13 is controlled by changing an area of the opening part 43 covered by the insulating cover by a heat radiation control device 14 on the basis of a signal from a controller 84. The controller 84 calculates a heating condition caused by the change of a room temperature and transited with hysteresis characteristic, and a position of the heat insulating cover is changed on the basis of the heating condition to control the heat radiation amount. The warm air heated by the heat accumulator 41 passes through the opening part 43 and the heat radiation control device 14, and heats a metallic sheet closely kept into contact with a floor plate, whereby a house can be heated with high heat efficiency.
