PROBLEM TO BE SOLVED: To provide a divided type cylinder cover capable of enhancing high temperature strength by increasing the maximum allowable working temperature of a wall, improving combustion efficiency and increasing the exhaust energy of an exhaust turbo supercharger by raising a combustion temperature in a combustion chamber, achieving a high output and an increase in heat efficiency in an internal combustion engine by reducing cooling loss, and suppressing increase in manufacturing man-hours and costs, and to provide an internal combustion engine with the cover and an internal combustion engine plant. SOLUTION: The cylinder cover consists of a lower cylinder cover in which a fire contact surface facing a combustion chamber and a cooling part are formed, and a plurality of upper cylinder covers fastened to the upper surface of the lower cylinder cover by a fastening bolt, in which a cooling part and a gas passage are formed. The lower cover is constructed from a steel member with heat resistance higher than that of the upper cover, and the upper cover is constructed from a casting or an injection molding product.
