PROBLEM TO BE SOLVED: To reduce costs and time required for preparations for reclamation by enabling a floating pier to be installed at a free angle with respect to revetment, and to effectively adapt to the utilization of reclaimed land as a least controlled type final disposal site. SOLUTION: A drive-in pier 10 is floated on a water surface between the revetment 1 and the floating pier 2; a connecting bridge 13, which is installed in the drive-in pier 10, is connected to the revetment 1; and movable bridges 4, which are installed in the floating piers 2, are each connected to the drive-in pier 10, so that a vehicle can drive into the floating pier 2 from the revetment 1 via the drive-in pier 10. The connecting bridge 13 has a split structure which is composed of a first movable bridge 21 and a second movable bridge 22, so as to be capable of easily going over a closing wall B inside the revetment 1. An edge, on the other side of the revetment, of the drive-in pier 10 is formed in a semi-arc shape, so that the movable bridge 4 on the side of the floating pier 2 can be easily connected to the drive-in pier 10, and the floating pier 2 is turned around the drive-in pier 10 at each fixed angle, so that a large area can be reclaimed while the installation angle of the floating pier with respect to the revetment 1 is changed.
