PROBLEM TO BE SOLVED: To provide a cosmetic composition having a good using property and fresh feeling, excellent in humectant effect and having less irritation to skin. SOLUTION: This cosmetic composition is characterized by containing a cooling substance having 1-200μm particle diameter and raising an endothermic reaction by the reaction with water, and being a non-aqueous system. Also, the cosmetic composition is characterized by containing refreshing powder containing the cooling substance raising the endothermic reaction by the reaction with water at least any of on the surface and at the inside of it. Preferably it is used in any of the using forms selected from an aerosol, a trigger, a dispenser and an application.
