PROBLEM TO BE SOLVED: To provide a full automatic device capable of uniformly adhering glass powders to an outer surface of a billet without labor, and easily and smoothly shifting left glass powders. SOLUTION: A device 9 for spraying glass powders for outer surface lubrication feeds glass powders for lubrication to a glass powder table top 18 to turn a billet 1, and stick glass powder 19 for lubrication to an outer surface of the billet. In the device 9 for spraying glass powders, a scraper 16 of a measure shape 15 to store glass powders for lubrication with upper and lower sides thereof opened is disposed on the glass powder table top 18, a lower end 22 of the scraper is located above the glass powder table top 18 by 4-8 mm, and a pusher 11 is disposed on a back side of the scraper 16. A lower side 23 of a leveling roller is located above the glass powder table top 18 by 2-3 mm between the pusher 11 and the scraper and behind the back side of the scraper by 50 mm, and a leveling roller 13 integrally following the scraper 16 is fitted thereto.
