PROBLEM TO BE SOLVED: To suppress mosquito noise while enhancing sharpness in image enlarging/reducing processing. SOLUTION: An interpolation coefficient computing means 120 computes a cubic spline interpolation coefficient Cij and a B spline interpolation coefficient Bij based on an enlargement/reduction ratioβ. A medium frequency component extracting means 140 extracts a medium frequency component YM from a luminance component Y formed by a luminance component forming means 130. A weighting coefficient setting means 150 estimates a medium frequency component YMp of interpolated pixels using the medium frequency component YM and sets a weighting coefficientαsuch that the larger the absolute value ¾YMp¾ of the interpolated pixel, the more the cubic spline interpolation coefficient is weighted. An interpolation operation means 180 performs interpolation operation to image data S1 obtained by a color gradation processing means 1, using an interpolation coefficient obtained by the weighting addition of the interpolation coefficients Cij and Bij with the weighting coefficientα.
