PROBLEM TO BE SOLVED: To provide an electrical device for charging or discharging a plurality of batteries efficiently by a simple structure. SOLUTION: A discharge change-over switch 17 connects a battery pack 12A to a motor-operated blower 3 in an initial state. A transistor Q1 is turned on by turning on an operating switch to drive the motor-operated blower 3 in a cleaner body 2 from the battery pack 12A. When the operating switch is operated by finishing cleaning or the like, the transistor Q1 is turned off. When the turning-off of this transistor Q1 is detected by a control circuit 19, the discharge change-over switch 17 switches a battery pack 12B and the motor-operated blower 3 to a connecting side in association with the fall of a current.
