PROBLEM TO BE SOLVED: To provide a manufacturing method of a solid electrolytic capacitor providing a high capacitance acquisition rate and being less deteriorated even at a high temperature / high humidity. SOLUTION: In the case of manufacturing a solid electrolytic capacitor wherein a dielectric oxide film layer 2, a solid electrolytic layer 3, and a cathode layer are sequentially laminated on the surface of a valve action metal made anode body, the solid electrolytic layer 3 contains water as a principal solvent, polymerizable monomer, and at least naphthalene sulfonic acid derivative and sulfuric acid expressed in formula 1. The mol concentration ratio of the naphthalene sulfonic acid derivative to the sulfuric acid is selected to be 50:1 to 4:1 and the solid electrolytic layer 3 is formed by electrolytic polymerization with polymeric liquid the surface tension of which is 70×10<SP>-3</SP>N/m or below to obtain the solid electrolytic capacitor with an excellent capacitance acquisition rate.
