PROBLEM TO BE SOLVED: To provide an electric double-layer capacitor with a high energy density and a higher power density, and to examine a new mechanism which can achieve a high energy density and a high power density for providing an electric double-layer capacitor using the mechanism. SOLUTION: This electric double-layer capacitor has positive and negative electrodes containing non-porous carbon with a grown multilayer graphene layer, of which average interlayer distance d<SB>002</SB>falls between 0.350 nm and 0.380 nm, as an active electrode material and an electrolytic solution impregnated into the positive and negative electrodes. The non-porous carbon is obtained by activating graphtizing carbon which is made by calcining needle coke or cured pitch. The electrolytic solution is a liquid electrolyte having a planar molecular structure or an electrolytic solution obtained by dissolving a liquid electrolyte in an organic solvent.
