PROBLEM TO BE SOLVED: To provide a service providing system, second connection part and service providing device capable of easily determining the service usability of equipment to be served to a service providing device, and control programs therefor. SOLUTION: This service providing system 1A comprises electric equipment with connection part 2, a service providing device 3, and a payment server 4. The electric equipment with connection part 2 includes a noncontact tag 20, a connection part 21 and electric equipment 22. The noncontact identification tag 20 includes a data receiving part and transmitting part 20a and 20b, a data control part 20c, a state reporting part 20e, and a display part 20f. The service providing device 3 includes a data receiving part and transmitting part 3a and 3b, a data control part 3c, an authentication part 3f, a usability determination part 3g, a determination result reporting part 3h, a display part 3i, a service providing part 3j, a first connection part 3k, and a use rate calculation part 31.
