PROBLEM TO BE SOLVED: To provide a image forming method and an image forming apparatus for keeping high image quality against defocusing (an out-of-focus state) due to various causes or against changes in the sensitivity caused by the photosensitive material and the processing system. SOLUTION: The image forming method is characterized in that in the process of forming an image to record an image by scanning a photosensitive material with a light beam, the line width of horizontal and vertical fine lines can be prevented from thickening by controlling the power of the light beam to such a level that the recording line width or the recording dot size determined by the threshold for converting the photosensitive material into black is made almost constant even when defocusing occurs, and by controlling the recording time for the image to be recorded depending on the power of the light beam.
